Closing — 3 pre-existing bulk_operations integration test failures (test_system_service_protected_start_all, test_mixed_class_with_dependencies, test_start_all_user_services) — confirmed they fail on commit 71a5e4c before this migration. Reopen after the underlying tests are triaged.
