Restores context-aware generated secrets methods on the multi-domain OpenRPC surface and wires them to the existing (context_name, key) storage model. CLI secret commands now honor context again and the context-isolation functional runner case is restored.

Add context-aware generated secrets methods on the multi-domain OpenRPC surface and wire them back to the existing context_name/key storage model. Update CLI secret commands to honor context and restore the context isolation functional case.
