Add deploy-dev.yml that deploys development branch pushes to staging.hub.projectmycelium.com.

Changes

New deploy-dev.yml workflow, mirrors deploy-production.yml but triggers on development and targets staging.hub.projectmycelium.com

Testing

Same rsync module and server setup as before (this is what deploy-staging.yml used to do)
Will be validated when merged and development gets a push
