Add a dedicated _web user-facing app surface, separate from the admin dashboard

Today hero_whiteboard ships only the hero_whiteboard_admin binary, and that admin dashboard doubles as the user-facing app. In the member Cockpit this forces Whiteboard onto the Apps page with its admin dashboard as the open target, which mixes the end-user drawing experience with the admin controls. Could we add a dedicated hero_whiteboard_web binary that is the clean user app without the admin surface, so the Cockpit can show the app on the Apps page and the admin dashboard separately on the Admin page, the way the other Hero apps already work?
