End-to-end issue→PR→merge workflow skill with templates, WIP convention, writing style, and API calls inline.

Changes

  • Add forge_workflow skill — complete workflow documentation with real examples from aibroker #6/#5
  • Remove forge_issues skill (content absorbed into forge_workflow)
  • Update INDEX.md — add forge_workflow to Forge & CI section, remove forge_issues

Testing

  • Skill follows its own templates (dogfooding)
  • INDEX.md references updated
