Summary

Register hero_archipelagos_projects island in hero_os (island-projects feature, dependency, registry, island_content)
Add make test-all, make ci-local, make ci-docker (three-tier local CI)

Projects default view (Board/kanban) and business search fixes were delivered via hero_archipelagos PR #18 (merged).

Replaces #10 (closed — stale, had conflicts and unused deps.txt).

Closes #9

Resolve conflicts from workspace restructure:
- Root Cargo.toml: accept workspace layout from development
- crates/hero_os_ui/Cargo.toml: add island-projects feature and dependency
- Makefile: merge .PHONY targets from both branches
