Reproduces the same class as hero_os#125 (already fixed in the dropdown). When the active context (e.g. seeded geomind) is not yet persisted in OSIS, the Contexts island's mount-time fetch returns a list without it and the island shows only audit-ctx. The user can't switch back to their active workspace from the island.

Found via Playwright UX walkthrough.
