Reframe News as Announcements, primarily to notify people. Investigate web push notifications out of the website.

Note: web push is not expected to work on iOS (per current knowledge) — needs verification / fallback.

This is a rename: rename the News section to Announcements — it stays in the same place in the nav, just renamed (plus the notifications work above).
